- express the aspirations and unmet needs of small communities
- create and differentiate social opinion
- act in favour of minority interests
- care about the common good
- are an element of social integration
- support the development of many important areas of life
- support business development
- initiate social changes and raise social awareness
- have an intervention function
- complement the state’s activities
- prepare for work and educate leaders, and in many cases they also employ
